Strictly speaking hardly any of the routes contemplated by the Convention of September 1856, seeing that the Suez Canal had not existed at that time. If, however, we must give a wider construction to the Convention, it appears to me that no construction would be wide enough to include the case of the mail, which would not equally apply to every Vessel chartered or subsidized by either government for conveyance.
